I'm using the art of Jessica Dougherty you can buy a license to use her art here do not use the same tube without a license Mask is from Vix Filters needed: DSB Flux or use Adjust noise ☺ My supplies here  Brushes of choise, you can find many awesome at Deviant Art Open new rasterlayer 600 X 600 floodfill with white copyNpaste the brick background as new layer apply the mask - merge group drop shadow of choice copyNpaste the window as new layer drop shadow it now add your tube and resize to fit in the window CopyNPaste the Sunflower as new layer - duplicate - mirror - drop shadow it se my tag for placement Select preset shape tool - ellipse  close background color - foreground any color but white line style solid - Width 1 draw out an ellipse like this Select text tool - vector  place your mouse on the elipse close foreground color - background color #4040ff and write "The world is a Beautiful place" or whatever text you want I used Libelle LT it's a pay font but any font will do delete the ellipse and convert the text to raster add drop shadow I used the same font for my name Add a new layer on top of your white background layer and stamp some brushes using the same background color make sure the tube is on top in layer palette Select - freehand selection tool - point to point - mode add - feather & smoothing 0 now select all the parts you want animated I selected the wings and parts of her hair Effect DSB Flux - bright noise - mix - intencity 40 select non copy merge open AS and paste as new animation back in psp undo the noise apply again hitting the mix twice in AS paste after current frame repeat a third time hitting the mix three times you now have three frames in AS save as gif default settings ☺
