I'm using a tube from Gennadiy Koufay you can buy a license to use his tubes here do not use the same tube without a license Filter needed: Gregs Factory Output Vol.11 My supplies here do not share my supplies in other tutorials without my permission. Unzip the supplies and import the brushes Open the rest of the materials in psp  open a new rasterlayer 700 X 500 floodfill white copyNpaste the three hearts as new layers see my tag for placement and place the wire heart on top of the others add drop shadow to it select the fabric heart layer select all - float - defloat copy and paste your tube as new layer place the part of the tube you want seen in the selection select invert - hit delete - select non blend mode to Hard Light copyNpaste your tube again place it to your liking and drop shadow it select the wired heart text tool choose a font color white I used JackieO it's a pay font cannot supplie write • Don't label me I am a woman I am everything • place the text on the black label and turn it so it fits on the label convert to raster select your white background add a new layer stamp with the brush a couple of times color 404040 add drop shadow write your name and proper copyright select the metal heart layer Effect: Gregs Factory Output Vol.11 pool shadow default setting copy merge open AS paste as new animation back in psp undo apply effect again but change the vertical to 23 copy merge paste after current frame in AS back in psp undo apply effect again but change the vertical to 44 repeat one more time changing the vertical to 15 save as gif and your finished ☺
